unknown double headed eagle silver

size is 19,17 at the larges point
its a silver coin, 2 headed eagle with a cross as mintmark above. I can read at 3 o clock: K:IIDG.K and at 9 o clock: EM.A
other side: shield square and round at bottom. above an flower with the letters MON.
In the shield is an diamond (the one from the play cards) countermark that is stamped hard enough that the other side has a little dent of it.
on the Woc someone had this idea, but it didn't worked out
Obv: rose mintmark might be Dordrecht. Legend starts with MO, (moneta), possibly MO.NO (moneta nova). Uncrowned arms point to Groningen, possibly Friesland
Rev: German imperial eagle. Legend starts with KAR(olvs).II DG.R(ex?), ends with EMAR+.
checked the german states and the dutch provs. So it looks like german state
