That is correct. In fact, it is a coinage as part of the “City Commemoratives”.

The Mint shows us: SCONST

It would therefore be a coinage from the ancient Arelate, which was briefly called "Constantia".
Today's Arles.

With the symbol "Dot in wreath in left field" we would come up
to: Arles RIC VII 374, S
