If you're sure it's silver you can try to cleaning it. Soak the coin in ammonia diluted with water for a while.
Then polish it with a cotton swab or cloth. If the result is still minimal use less water till pure .

I see here a piece with Byzantine features.
Images resembles that of Byzantine coins with Theophilus and Michael III depicted ( 829-842 AD)
Inscription points to this hypothesis
On the reverse we see probably Christus on a horseback.
This could be a Bulgarian imitation.
