Unknown Russian seal 1635

Friendliy ask for help to determine this unknown seal from 1635
Seal was found in The Netherlands.
Diam : 25 mm / thick : 3 mm / Mater. : tin - lead
We see 2 crossed keys , maybe an ecclesial catholic seal :?:
Is someone able to translate the Russian script :idea:
Any info is welcome !

This is a nice seal, eventually to seal a bottle, but it is certainly not from 1635!

The obvers shows the coat of arms of the city of Riga (crossed keys) and the legend "God and my right! 1635".

The reverse is the really funny thing: the center is read "Black Balsam from Riga" and the surrounding legend - apart from the first word, which is unreadable - the rest says "Medical Council S(ankt) P(eter) B(urg)". "Cheers!" :drinking:
