Unknown coin 1625, German ??

Hello ,
All info is welcome of this unknown coin .
Diam. : 19 mm / 0,58 gr. / silver
av. : + ? + PRAESENS 1625
rev. : legenda ?? Eagle ?
There is a little bell ringing said it's a coin from Aachen but can't find a match.
Coin found The Netherlands .

The legend reads R. PRAESENS, so it is not a coin but a token handed out to those members of the city council who actually attended (were present in) the council session. The token was then exchangeable for wine in the cellar of the town hall. Later editions of these tokens could be used like regular money within the city, and so were marked NEC ERAT QUI COGERET AD BIBENDUM (no need to drink it away).

In den Anhängen suchen, die Ratspräsenten wurden zwar wie Geld benutzt, werden aber in den Büchern separat aufgeführt:
