I don't find this inscription in Neumann. Nevertheless I thought it was a church token from Holland or Belgium. See Auktion Nr. 31, Sept. 1992, Schweitzericher Bankverein, Zürich. Under Nr. 435 there is an Armenmarke from Brügge, Kirchengemeinde St. Salvator, with Vs S Sal and Rs W.B.

It would be fine with me if somebody would move this to where it might be of some help.
