Yes, this is a penny of Jülich. Not as "Herzogtum" but as "Grafschaft".
There is one at my site too:

13./14. Jahrhundert
Grafschaft Jülich
Pfennig o.J.
Münzherr: Gerhard (1297-1328)
Literatur: Noss 4

You will not find this coin easely in the condition of your coin: congratulations!
