Unknown Denar / Pfennig , German ??

All info welcome of this unknown Denar
Weight : 0,80 gr. / Diameter : 17 mm / silver
Coin found in Wallonien , Belgium .
av : Person ( Bishop ? ) with in the right hand a staff / scepter
rev. : 2 figures seated on a table with cross / standard between .

It looks a litte bit byzantinic. Some years ago, I saw a german coin from the 11. century with a similar styl.

In my opinion not a Byzantic coin. We see German denars with 2 bust on the reverse site. ( Goslar - Speyer , Friesacher , often with a nimbus ) ., but on this coin the 2 figures sitting on a table without nimbus .
Also in Krakow , Poland we find denars with 2 bust., but no match there so far.
