This is also my opinion.
Gelderland, Nijmegen mint.
Compare also here with the legends and the ‚crown‘ of the bishop:

Thanks for your response so far. We had also already considered this option , paying attention to the inscription.
But given the lack of a crown , we think it's going a different direction. Emperors are usally depicted crowned
Until now this coin is mystery to us .

Hello Rob,
The obverse with the depiction of the bishop or abbot with the two ridges on the side of the head is very similar to the coins of Bishop Otbert of Liège from the Fosses-La-Ville mint.
The style of the reverse fits into the Dutch-Frisian area. It would also fit in terms of weight, minted according to the light Frisian foot. But it is also possible that this is an obol.

Hello Enriko ,
Naturally we searched in Liege but did not find a match their eighter. In any case , I had not noticed the precense of the 2 rings / annulets on the Otbert deniers ( Vanhoudt G741 / G743) . However, on the reverse of this 2 Deniers there are churchbuildings with towers , citywall with gate . The Otbert periode ( 1091 - 1119 ) also doesn't fit with the reverse ( cross with pellets) . We will take your clue about the style of the cross with us in our further search.
Viele dank für Ihrer Hilfe bei der bestimmung dieser besonderen Münze . Jede Hinweis ist willkommen .
Schöner Abend gewünscht , Rob

Hello Rob,
I didn't mean that this piece is a coin of Bishop Otbert, but only that the obverse bears a strong resemblance due to the two curls to the left and right of the head.
Peter Ilisch writes about this:
Quote beginning: "The depiction of the saint, who must be a bishop or abbot, in particular, corresponds to the style of the Maaslande. The most similarity is to the coins from
Fosses-la-Ville, which also have the curls on the sides at the height of the neck. What is unusual, however, is the lack of a legend." Quote end: .
