you are right, this is a coin of SIMON, Count of Lippe, Bishop of Paderborn, 1247 - 1277.
AVERS:
the bishop sitting without a mitra on the head. The right hand is empty, in the left he is holding a book.
AVERS: + SIMON EPISCO
REVERS:
An architectural construction showing a lily on top with two towers on the side.
Underneath a bishop holding in the right a crosier and in the left a staff with a cross.
REVERS:
(WAR) TBER (CH CIV')
WARTBERCH CIVITAS is the city of Warburg, were the coin was minted. The lily is the sign of Warburg.
