Hello,
that's a medal issued by "Solidaritätskomitee der DDR" (A commitee in the former GDR). There is a catalogue entry for it in this excerpt:
Klaus Junghänel, Abzeichen und Medaillen aus der DDR 7(2017), No. 9117.
Edit: This Medal seems to have been rewarded to persons, who helped within the "antiimperialistic solidarity" A socialistic kind of development aid. Whoever received this once, he/she might have been working towards the production of coffee in Vietnam. On the museums webpage it says, that the efforts of the GDR towards producing coffee in Vietnam were not successful for the German state, since the first harvest came only in 1991, when the GDR was no longer . However, the page says, Vietnam has since become the 2nd greatest exporter of coffee. Is this true?
I am pretty sure, there is a lot more to be told about this medal. Maybe a real expert in this matters joins this thread.

I believe Atalaya has wrapped it all up. One more thing perhaps. The design and style of this medal are typical for the Berlin Mint, wich presumably was the only institution in East- Germany being able to strike medals of this quality.

I am sorry, unfortunately I have no Ho Chi Minh portraits in my collection. I didn't even know, that there are German medals with his image until I saw your post.

Another collector said that he had seen a work with the same design as these but about 5mm thick.

the portrait of Ho Chi Minh is of very good quality. Uncommon is the spelling "CI". Isn't it usually "CHI" in the western world? There was a silver medal in an auction with the same portrait. The obverse is different and looks Russian. But it shows the old coat of arms of USSR, that was no longer in use at the time. Maybe your medal is a restrike for another socialist country? Vietnam? The symbol on reverse might have looked different for GDR. So, I don't think it is German. But it could be a private issue made by some western communist party.
The medal is definitely meant to commemorate Ho Chi Minh, but there is no good hint on the medal itself by whom it was issued.

It seems to be a part of a group of modern medals produced in Italy for tourists. There you can buy Hitler, Mussolini, Tito, Mao, Adenauer, the Pope and so on...
Typically they sell this medals in yellow or red plastic bags.
