Is this commemorative coin from Liberia or medal?

Hello!
I got this kind of coin or medal from Liberia. In 2009 Standard Catalog Of World Coins 2001. - date(3rd edition) I didn't find this coin so I figure out that it should be medal. Is this correct or in newest catalog(2010) I can find this thing and then it is coin?

Hello Gundars,
all commemorative coins in the name of Liberia since about 1997 are most likely private medals without any government authorization. There are about 1000 different types of these missing in the catalogues. I have never seen a Liberian official journal or law gazette declaring these pieces legal tender.
