Re: sardo-punic?
described here as:
Carthage - AE19 / Shekel (Sardinian mint 3rd century BC, 5.37 gm.) - Head of Tanit left / Head and neck of horse right (SNG Cop. 151 / S. 6523-28) - a.VF
http://www.acsearch.info/record.html?id=618803
so probably indeed from Sardinia. But these attributions are hardly provable.

Re: sardo-punic?
This type exists with a lot of different symbols to the right of the horse's head: http://www.acsearch.info/search.html?se ... c=&a=&l=#0
On your coin the symbol is a pellet as here:
http://www.acsearch.info/record.html?id=470120
http://www.cngcoins.com/Coin.aspx?CoinID=101136
As Quinctilius wrote, this type usually is attributet to a sardinian mint, but with some uncertainty .
