There was no rule for writing the ß of "groß" in capitals. So Baden, Berg, Frankfurt, Hessen-Darmstadt, Oldenburg, Sachsen-Weimar & Eisenach and Würzburg used the single S.
Both Mecklenburg used the SS, SW&E did so after 1840 and from about 1900 all remaining Grand-duchies Baden, Hessen, Oldenburg joined them.
SW&E used SZ instead of SS from 1903 onwards.
In 1901 a reform of the german orthography ruled out the single s.
